I don't think, that the current behavior is inconsistent: You only can apply filters to image layers. But it will become inconsistent, if we allow filters with a corresponding adjustment to any type of layer, because then some filters can be applied and others can't (those, who don't have a corresponding adjustment). This means, we would have to restructure the menu to make clear what filters can be applied to vector/text layers and what filters can't. We won't do that, because we are not able to create a menu structure that won't produce complaints.
