You can place any toolbar anywhere. Example: The Toolbox above the Dock.

You can move the windows & tools to this place but they don't dock at the bottom.

Which OS are you using? It is possible to dock toolbars at the top and bottom on both, Windows and macOS.

I am using a German version, so I don't know the exact terms:
- Click "Answer"
- Below the text field for the answer there are "Options" and "File Attachments". Click "File Attachments".
- Click "Add Files".
- Click "Place Inline".
- Done.

Thanks Martin for the post image info.

Seems I was able to dock the custom toolbar after I had an image open.
