Sticky adjustments

Is there a reason why some adjustments have sticky settings while other don't?

ie if I go to Filter/Sharpen/Unsharp mask my last setting is there. But if I go to something like Tool/Curves it opens as a default.

Is there a way to make all the 'last' used settings sticky? It suits 'my' workflow. It's not a life or death issue but would be nice to be either all one or the other.

This is just a guess, but could it be that adjustments that do not have the "Save as Preset" option are the ones that have "sticky" settings?
