Fixed: Color to Transparency and hand-drawn mask

PL 20.02 x64 (also the current beta)

When I use a hand-drawn mask (Mask Brush or Edit Mask) to define the area to be affected, the Color to Transparency tool does not affect the entire area:

Steps to reproduce:
  1. Open a RAW image (RW2, in this case).
  2. Place a replacement sky layer beneath the RAW image layer.
  3. Use the Mask Brush (or edit a rectangular mask) to define the area where the sky should be transparent.
  4. Use the Color to Transparency tool to define the sky colour to be removed, using the options under Color Similarity.
Result:
As seen in the above image, some areas of the original sky are not affected.

Expected result:
All original sky colours in the defined area should become transparent.

If I simply use the Rectangular Lasso tool to define the area containing the original sky, the Color to Transparency works as expected -- all sky areas within the Lasso become transparent.

Yes, I think it can be eeeeeasily done....
Just take everything out on Highway 61.
