Change modifier beahivor

Is it possible change modifier key beahivor? Most times I'd like to move a copy pressing only "option" key and dragging a layer, instead using "command"+"shift" & dragging the layer. Even sometimes I use "option" & drag to align the layer, I'd rather hit a second key for that. And I can't figure the usefulness of "command" & dragging to create new layers (maybe my fault)... so I'd like to make some try changing modifier beahivor (if it's possible).

No, sorry, there is no way to change the modifiers.
Changing one will most probably lead to changes in other situations, so this isn't something that can be done easily by a user setting.
