In PhotoLine there are plenty of ways to rotate image 90 degree.
"Rotate View Tool + Fix"
"Document -> Rotate Document"
"Layer -> Rotate/Mirror Layer" menu command. While holding Shift, all layers will be rotated, so this formally makes it quick and handy tool to rotate document.
So technically is there any difference between "Rotate View Tool + Fix" vs. "Rotate Document + Fix" vs. "Rotate/Mirror Layer" menu command? Are all these methods use same Lanczos3 by default? Or did "Rotate/Mirror Layer" menu command is somehow special? Which one will produce the most "lossless" result when rotate to 90 degree?
Is there any technical difference if i use "Rotate/Mirror Layer" menu command to rotate to 90 in "Picture mode" or if i use it in "Document Mode" and then apply "Fix Layer".

If you rotate by a multiple of 90°, there is no interpolation involved, so there is no difference between the different ways of rotating.
