Action: Radial Zoom Effect for Eye Enhancement

I would like to start discussion about radial zoom effect for eye enhancement. I have seen following tutorial for photoshop:

Please find following action for photoline which gives similar results: Before you start this action, you should mark the iris of one eye by means of Automatic Lasso on selected Background layer.
It will create a Grain layer on cropped iris. Subsequently, it will be blurred by Radial Zoom filter and set as Overlay.
You can apply contrast by Curves layer and you should use the Mask layer to clean up borderline of the iris by means of Brush tool.
Then you should care about second eye and start with Automatic Lasso before application of the action....
