PL hangs up after Nik plugins 4

Computer is ON the network. The problem occurs when computer disabled from the Internet (by router) .
If the Internet is disabled, then after applying the plugin (colorEfex.8bf) - PL hangs up.
If the Internet is turned on or standalone app run (colorEfex.exe), then all OK.
If block PL using Windows Firewall, then it is to some extent helps.

PhotoLine doesn't need an internet connection.
If something hangs here, it's the plugin.
I tested this with the latest DEMO version of ColorEfex and see no problem.

The hang is similar to how it happens in "Check Updates", where it lasts 15 seconds, and in my case constantly.
