Hello Andreas,
I do not believe PL has a halftone filter (but you never know). This site has several PS tuts, on how to create halftones "by hand", the tuts should be transferable to PL.

The Martin Koch site also offers some free plugins for dithering and line "cuts".

Well, the Martin Koch tutorials mentioned before might not be very easy to transfer anyhow. I just noticed that they require the "Hard Mix" blend mode which is not available - at the moment I have not a good idea how to simulate it with PL.
The Mura plugin looks useful indeed.

I do not know if this would be of help, but I really like this free vector halftone generator called "raster" from here: http://xaraxtv.at.tut.by/raster.htm
No Xara is needed. It accepts bitmap input for example via the clipboard and the output can also be copied via clipboard as vectors into photoline. Makes the halftones perfectly scalable etc..

-Double-click on the foreground (or any other) color. The color-editor will pop up, usually in mode "gray" or "RGB"
-Choose "textures" from the combo-box.
-There is already a circle-texture, some green on yellow cicles. Select it.
-Press the "change"-button.
-Choose some other colors and some other angle.
