How to get diffuse flare effect with PhotoLine?

The effect you're looking for is often called "bloom". On Mac OS X it's a core image filter, so lots of cheap Photoshop clones can just do it.

To achieve the effect in Photoline:

1: duplicate the layer
2: use curves to make the brightest parts of the layer brighter, and the rest of the image much darker.
3: gaussian blur (try a large number ~10% of the size of the image)
4: set the layer to "soft light" and set opacity to taste. (Note this may slightly darken the dark parts of the image.)
