What happened to my ToolBox?

Installed PL on a new computer and when I opened it, the Toolbox has only about 4 icons in it. Can someone tell me how I get the standard Toolbox?

The Toolbox shows the icons for the current active layer.
If you have a group active, there are only less icons. Try to load a simple JPEG image, the Toolbox will be full.

Thank you. I didn't even know that PL's ToolBox worked that way. I had opened the "Sample' image because I didn't have any of my own image files on the new computer, yet, and just happened to have highlighted a virtual copy layer; ergo, only a few tools available.
