So now it is clear:...
- The Nik plug-ins work fine with Photoline's plug-in interface.
- DxO blocks host applications that they don't want to support. That's the only reason why you can't use Nik plug-ins with PhotoLine.
- The only ones who can change this are DxO. All they have to do is stop blocking PhotoLine.

Thank you for the feedback. I just tested this on macOS 12 with PhotoLine 23.02, Color Efex Pro 5 and Viveza 3 and both showed the Apply button. So it works on macOS, too.
Also thanks to oldradioguy, who probably initiated this change by his inquiry in the DXO forum.
