Weirdly enough I do have the HEIF Image Extension installed in my Windows 10. Krita opens HEIC files. GIMP opens HEIC files. Photoshop complains that "Additional non Adobe software is needed to open /HEIC files" and tells me to install the required software. In Windows 10 I found no computer without the interface here, but first versions of Windows 10 had no preinstalled HEIC driver.
It seems that, aside from the image HEIF extension, I am required to also install the HEVC video extension. According to the Microsoft Store HEIF extension page: "A video extension package must also be installed in order to view images that are stored in the HEIF file."
But that particular extension is not free. Of course, I could update to Windows 11 to open HEIC files for free in PhotoLine!

So for now I'll rely on Krita to open these. Strange that open source software is able to open these while commercial software like Photoshop and PhotoLine require additional paid-for extensions to open HEIC files in Windows 10. Perhaps it would be an idea to check which (open source) library Krita and GIMP are using to open these files, and also implement this in PhotoLine?
