If I had to make a desision for the problem I would take the following unusual approach.
In order to make a circle with vectorshapes around it in perfect distance to each other, I would do this:
Create a vectorshape(heart), resize it for the desired image and copy it.
Create a circle, open the texttool and make the textline follows the circle.
Don't type in text, but paste the copied vectorshape (in this case 5 times) in the textline.
You can't edit the vectorshape but you can resize the circle.
In the texttool set the kerning to the desired number.
In order to test the exact distances, create a star(vectorshape).
All you have to do now is to trim the distances.

Here's another approach, if you want to experiment with the resulting pattern. In the sample file, just open the group, then the group inside the group, and move/rotate/scale the bottom layer using the layer tool. Took about five minutes to create, and you can replace the image with whatever graphics you want.

P.S. Turn off visibility for the clipping layers in the inner group to switch off the symmetry lines.
