Info in List Mode looks great, but maybe it is possible somehow show fifth field only if use CMYK mode? That empty field on the right is so waste of space and at some panel sizes number 100.00 became cropped.

I see a small problem in logic in "Painting Tools with Preview" option.
For Brush, Pencil and other normal painting tools it seems like very useful option, so user can set in preferences Outline to "None" and just paint.
But for for retouching tools like Remove Brush or Finger Brush, Outline Preferences should be always enabled, because there is no any real life preview for this sort of brush. Enable and disable this setting in Preferences every time is too slow and uncomfortable.
So i guess "Painting Tools with Preview" and "Outline" option should be somehow restricted for some special tools.
Another possible improvements:
Outline/Preview menu global toggle and hotkey. (Toggle make sense because it feels like rather useless to have both Outline and Preview enabled.)
on/off checkbox for each individual brush tool in Tool Settings. (Probably too complex because require changes in each brush tool panel)
Toggles in Brush Editor instead of Global Preferences. (Not sure if this is logical idea, but this allow quicker access)
Also i noticed that "Center" cursor works very well in pair with "Painting Tools with Preview". So "Center" cursor setting probably should be independent from global Outline/Preview Toggle (If that toggle will be available in future)
Instead of simple Caps Lock toggle, it also could be independent menu buttons to turn on/off brush overlays (similar to Alignment helpers and other overlays). In this case they could work globally for all brushes. This feels like the most flexible solution because user could add those buttons to global toolbar and also set hotkeys.

I have a brush bug. When I open this file, select the bottom layer, and switch to the brush, moving the cursor through the letter in the middle will erase it. Zoom in or out, and the image is restored.
By the way, tools like Remove Brush, Healing Brush and Red Eye actually can use "Painting Tools with Preview". They can use their default semi-transparent green color as brush preview.

Here on macOS, If I hold down the mouse button and don't move the mouse, the tool only works intermittently. Is this what you mean by "weird"?

well, that's correct, but exploring the software I found and checked "Options > Periphery > Graphic Tablet > Use WinTab Driver" so now It works differently, not "weird = intermittent". Seeing that, I'll be checking if other different actings on the software would take place (maybe touch sensibility).
