Not sure what is happening here, but the red causes rendering issues.

This is how it looks on macOS 10.14.6. Problem remains in exported image.
UPDATE1: Problem disappears if switch Document to 16 bit. In your PLD you use Isolated group with linear gamma ICC profile.
Linear gamma should never be used in 8 bit because it always will create artifacts and banding
UPDATE2: Also seems problem due Gaussian Blur in HSV mode.

And also seems this bug due vector color represented in HSV mode. If change Hue from 0% to 1% problem disappears

I simplified your example, and seems this bug happens only if in 8-bit document Gaussian Blur in HSV mode placed inside vector object with Green and Blue color set to 0%. It is not related to Linear gamma.
