XCF import issues & bugs

Users testing PhotoLine reported in the Blender forum that they are experiencing various issues with the import of Gimp XCF files:

- some files PhotoLine refuses to load
- some files result in a white area added to the bottom of the image layers.

I took a look at these files.
Two of them have a white border on the bottom. I will fix this.
The third is an indexed color picture. At the moment, the import doesn't support this. It's much effort to implement this and the response on XCF was at about 0 until now.
