It's a variation of the "little planet"-effect. Try §Effect > Effect filters > projection", choose "cone" from the presets, range 360°, rotation 90/x/x.

Not quite. It takes a circular image (the rest is trimmed), then inverts the image at a smaller concentric circle. That is, every pixel is moved along a line through the center of the image, the closer the pixel is to the center of the original, the closer it will be to the outer edge (and viceversa). I've tried to make a little sketch.

Still trying to figure out if this can already be done in PL.

Anyhow, you can explore the effect using http://www.dumpr.net/amazing-circles.php.

Btw., if you want to see what the original photo looked like, just apply the effect again. :mrgreen:

Good news. The latest beta has a Polar <-> Cartesian conversion filter, so now you can just follow the tutorial linked above (or record an action to do the conversion in one step).
