Update: This is fixed now in 17.50B12.
It seems there is a bug when scaling down in document mode, how to reproduce:
(1) create document with size 2133x2133px with white background
(2) scale document to 1024x1024px (using quick, bicubic, any method)
(3) BUG! document has now size 1023x1023px instead of requested 1024x1024px
What's more funny background image layer has 1024x1024px size. So it seems there's some rounding error here.
FYI I've sent this also to support mail, but I copy it here just in case anyone else spotted that.
