Is there any way of creating a new custom toolbar?

I've docked the custom bar with the tools I use regularly at the bottom of the main tools bar but I have different screen set ups for my dual monitor work station and my laptop when I'm lecturing.

At the moment I have edited two of my less used bars, one to dock on the bottom of the Layers panel for both layouts and a different bar to fit the bottom of the tools bar when I'm using the laptop.

This is not great problem but I was wondering if there was a way to just create a new custom toolbar or even better, add new tools to the bottom of the existing panels?

It would also be nice to be able to add more button in the spaces at the bottom of some of the panels as well.

I've just discovered the editable context menu that comes up with a middle click. I'm liking that a lot.

The lack of customisation has always been one of the things that bugged me about PhotoShop. I started out on Paint Shop Pro back in the early days and had my screen set up just how I wanted it but when I changed over to PS for the 16 bit editing, which wasn't supported on PSP back then, I had to start digging through menus and learning short-cut keys instead of just using the screen interface which seems so natural.

I've learnt a few short cuts now but it was a big barrier at first.
