The mouse only delivers positions for the screen pixels. So if you work with a zoomed-out document (let's say 25%), a mouse location difference of 1 pixel corresponds to 4 document pixels. So if you are drawing slowly, you are getting jaggies, because you either just move horizontally or vertically.
This is a basic problem, and there is no solution for it, that is useful in all situations.

Working with a graphic tablet should reduce the problem. I didn't find the full specs of the Intuos 1 either, but it seems to have a resolution of 2540 dpi. If you have a tablet size of 10 inches, these are 25400 distinct positions. With your screen setup (2x2540 pixels) and 25% zoom, that are approximately 1 tablet point per screen pixel.
And PhotoLine should use that additional info.
