Scaling up and down question

When I scale down and/or rotate a layer with the menu options (Alt-S / Alt-R) I can choose the sampling algorithm. When I scale and rotate with the handles, and fix the change I have no control over the algorithm.

How can I change to a different sample algorithm when fixing layers? Does anyone know? Because the menu option "fix layer" does not offer any control over this.

In that case, would it be possible to introduce a dialog that offers such options? Not for the quick fix layer options by right-mouse clicking the layer or the scaling in the layer properties, but perhaps when the layer menu is used? That way it does not impede on the workflow, though when a different interpolation method is required, the user can always go to the layer menu.
