can plug-ins be re-edited?

Is it possible to reedit a plug in after saving and reopening a file? Can plug-ins be on their own layer? I'm am trying this with the Nik plug-ins but I can not put them on their own layer or re-edit them. Is this possible?

It all depends on the plug-in.

If the plug-in requires image data to work on, e.g., to alter contrast or apply a gradient map, then obviously you'll need to create an image layer for it. Whether the plug-in will allow alterations to that existing effect after re-opening the file depends on the plug-in.

For example, some KPT filters (like Fraxplorer) continue with the last used effect while others (like Gel) won't alter what's been done before. You'll just have to experiment and find out.

I guess the question is about plugins that support the PS-Smartfilter-Interface?
AFAIK this kind of Interface is not supported by PL. That means that you have to apply the plugin to a layer, and after that it's, well, apllied. No way to call the plugin with the old layer content or change its settings.
You can only duplicate the layer and turn it off to have a backup for another try.
