So, if using more colours for the layers does not add any new functionality and actually is detrimental, why waste time adding a customization option for it?

Is a workflow thing, at least to me enhancing the workflow is the best functionality that I can get.
Maybe for you the custom colors are not important, but for others having a higher contrast on the selected layer could improve the workflow, this will translate to being more effective and adding more time to the production and not trying to see the low contrast selected layer is (sometimes it happens, trust me)

I really don't believe that the very obvious checkmark in a checkbox is hindering anyone's workflow. Or that having rainbow colours in the Layer panel will improve anyone's workflow.

BTW, no one has answered the questions I raised about the problems with such a request.
