How to make a translucent image with solid border?

How can I make a vector image with opacity of 60% and a border line with opacity of 100%?
I know how to make border lines with lower opacity than its objects but I dot know how to make the opposite.

Oh, how can you do that?
I can only think of duplicating the layer or changing the colors to a color with some transparency, but that's not always the same...
EDIT: Maybe some other not obvious possibility could help you:
Check the attribute panel. There's an entry called "vector" where you can change the style of the line and the colors. At the bottom of the attributes there's a button to duplicate such a style, maybe drawing multiple lines without filling will do?

Maybe I don't understand the problem correctly, but why don't you just change the opacity of the fill colour to 60%?

I did not know the color editor...

It works for "simple" transparency (or rather, opacity). Doesn't work if one desires blend modes to be used. In which case one needs to use a duplicate of the top object that has a blend mode with no fill.
