Layers and sizes

I've understood something, maybe : the size of the the first layer is the size of the picture.
For example, if the size of the background layer is a 800x600 and above, and the size of the second layer is 200x200, so the size of the picture is 800X600. Right ?
But if I move the second layer at the bottom, the size of the picture becomes 200x200. Strange.

My question : anyway to resize in one go the size of all the layers at the size of the first layer (the largest) ?

Yes, in picture mode, the first layer (background layer) defines the picture values (as dpi and size).
I don't know, if I understood your second question correctly: Do you want to resize all layers together with the same amount (resize the picture as you see it)? Then you have to go to Layout -> Document -> Scale Document...

Maybe "document mode" might be more useful for that purpose:
The dialog "attributes" has a tab for attributes of the document. There you can switch to document mode instead of picture mode.
That enables some kind of canvas, and the layer at the bottom no longer is used for the size.
