Hello.

I've noticed that in v18.51, the one currently used, the sponge brush has an effect quite similar to the roughen one (albeit a bit finer) while I was expecting to desaturate the area beneath the filter. Where am I wrong?

The filters that the filter brush offers are just the same that you can find in the menu "filters".
Sponge was always a pixel mixer.
No matter what version of PL, sponge did never desaturate?

Use the Eraser tool in "HIS" mode with only the "S" (Saturation) channel selected:

I've just found that with the brush in HSV and Sat only selected desaturation is also achieved by setting a shade of gray (Black and White obviously included). By selecting a colour, no matter which one, saturation is increased instead.

It depends on the saturation of the chosen colour. Open the colour editor (View-->Lists-->Color Editor), and switch to HSV mode. The saturation slider now controls the strength. Any shade of gray (including black and white) has zero saturation.

Btw, "Sponge" in Photoshop does behave differently compared to the aforementioned method when "Vibrance" is turned on - value is also affected in that case.

Yes but I think faster to choose a 100% saturated colour and then use the brush Intensity slider to set the value. This method is to me better than the Eraser because it allows both to increase and to decrease the local saturation of an image.
