I just discovered another workaround:
Use the Map panel (View...Panels...Map):

It doesn't allow specifying percentages, but you can drag one of the corners of the little zoom box to change the zoom percentage and then drag the center of the zoom box to bring the zoomed area to the image area you're interested in. This should work equally well with mouse, trackpad, or graphics tablet.
Notes:
Once you've scrunched down the little zoom box, clicking a point in the Map image will center the zoomed area on that point.
When the zoom box is scrunched down very tiny (like 1,000%), you can more easily move the zoom area by using the arrow keys on your keyboard (when the Map panel cursor is the four-sided arrow).

The Map is rather finicky and hard to control with a Wacom, unfortunately. A secondary problem is that it breaks the flow, and it is very indirect method of zooming.
Ideally we would have access to simple modifier keys (Alt, Ctrl) while pressing the middle mouse button for smooth zoom in/out and canvas rotation. And preferably the middle mouse button ought to pan other panel lists as well. Just and option for holding down the middle mouse button to pan the layers panel would simplify navigation with a Wacom tremendously.

And in the current beta, the arrow keys can be used to scroll the Layers panel.

I've done some experimenting with PL's zooming and here are some important things I've found:
Herbert123 mentioned (in a discussion in the beta forum) something I was unaware of: When the Magnifier tool is selected, you can drag with the RMB (using the mouse or the trackpad) to smoothly zoom the image. If you're using a Wacom tablet, and the Magnifier tool is selected, just keep the RMB button on the pen pressed and "air drag" (without touching the tablet surface with the pen) left or right to zoom in or out.
I've got a Wacom Intuous 4 tablet, and in PhotoLine, even when the Magnifier tool is not selected the image can be zoomed and panned without using the pen: When the ring's mode is set to "Auto Scroll/Pan", holding the Ctrl button allows you to use the ring to smoothly zoom in and out. Without any button pressed, the ring will pan up and down. With the Shift button pressed, the ring will pan left and right.
Seems like those options should take care of any ad hoc zooming you need....

Herbert123's idea of holding the button down and air dragging the pen works. Mind you it's a bit aggressive but that's only a matter of getting use to it.
Now why didn't the folks at Photoline tell us this?

Now you've got this in PL 19.50!
When working in "Image mode", there's now an auxiliary status bar at the bottom of the image window. It contains a zoom field where you can type in the exact percentage you need. Even better, simply hovering the cursor over that field allows you to use the mouse scroll to smoothly zoom the image. Nice.

Hey great news. I'm traveling at the moment so wont have a chance to test it for a few days. Great to see the developers reading what users write and taking some action when they see fit. Good for them. Other companies would do well to take notice.
