Panning with touch on a Wacom tablet
I have a Wacom Bamboo Pen & Touch. I'd like to scroll in Photoline but I can only pan the image vertically, horizontal gestures scale the brush. Is there a fix for that?

I've been using a Bamboo pen and touch for some years now with PL. No problems here (OS X 10.11.3 and several versions before). What OS do you use? Does panning work in both directions in other programs? Do you have the latest Bamboo driver?

I'm on Windows 10 Pro running Photoline64. I have the bamboo driver set up: I turned off the touch functions except scroll and zoom. They work as expected in Firefox and Chrome (even horizontal scroll).
Just to clarify: Horizontal scroll works when a tool is selected where brush size adjustment is meaningless. (Like the Layer tool.)

Shift+mouse wheel changes the brush size, so it seems, that your graphic tablet is generating this kind of event for horizontal scrolling.

Hmm ctrl+shift+wheel changes brush size with the brush tool and scrolls horizontally with the layer tool. Shift+wheel (or the wheel alone) zooms in both cases. I'm using 19.03.

Shift+wheel (or the wheel alone) zooms in both cases. I'm using 19.03.
Ctrl+wheel is zoom (unless you turned off "Scroll Image Content by Mouse Wheel" in the options under "Working > Cursor") , shift+wheel is brush resize if suitable.
Tablet pans usually are creating wheel events, so if a horizontal pan on the tablet resizes the brush, the tablet seems to generate shift+wheel events.

It does with my preferred setting of "Scroll image content by mouse wheel" being OFF:Ctrl+shift+wheel doesn't have a special meaning.

CTRL+Wheel: Scroll vertically
SHIFT+Wheel: Zoom
SHIFT+CTRL+Wheel: Change brush size
This is kind of weird: the Bamboo seems to send SHIFT+CTRL+Wheel to Photoline but something else to LibreOffice where that combo would zoom yet it doesn't when I do the gesture (it doesn't do anything).
In Firefox horizontal scroll works from the tablet but I can't do that with a mouse wheel, no matter the what modifier combo I try. Same with Directory Opus.
Is it possible that something else is going on? Like sending WM_HSCROLL or something (it's been a while since I worked with input handling).

I don't know about Windows, but in OS X the tablet output depends on the program used. Gestures may send keystrokes, mouse wheel events, in combination with various modifier keys, or trackpad events. There's a file "AppGestures.xml" among the tablet touch driver files which controls what is sent to which program. You have to kill the tablet driver for the changes to take effect. Oh cool I do have that .xml file! I found Photoline in there and indeed it sends CTRL+SHIFT+Wheel for sideways panning. (And CTRL+ALT+Wheel for vertical scroll... o_O)
So yeah I could fix it if there was a wheel+modifier combo which scrolls horizontally with "Scroll image content by mouse wheel" off. Since both Wheel and SHIFT+Wheel zooms it would be great if the latter did a sideways scroll instead.
