Prob: Outer Glow layer style on narrow shape

Win7 Pro x64 SP1
PL 19.03 x64 (also PL 19.40b16 x64)

When a clipped shape has a narrow component, the Outer Glow layer style along that narrow part is not the same width as the Outer Glow for the rest of the shape.

Steps to reproduce:

1. Create a vector clipping shape for an image with "holes" that leave a very narrow portion of the larger shape.
2. Apply an Outer Glow layer style to the clipped image.

Result:
The narrow portions of the shape do not have the same width of outer glow as the rest of the shape:

The problem is worse if the curve of the outer glow uses a small amount of glow:

Expected result:
The width of the outer glow should be the same around all the edges of the shape.

Funny. So outer glow is essentially Gaussian blur applied to the alpha channel.

Just wondering: is this a bug or a "feature" shared with PS?

Photoshop offers additional options, which allow for much more control over the glow, and it can be made to look like the Photoline version, but also much more precise.

I've always liked the way Photoshop (and Photoshop Elements) implemented their layer styles. Much better options (and features, such as "Bevel and Emboss"...) than PL.

I first noticed the problem when trying to highlight the motorcycle against a dark starry background:

You can see the inconsistencies in many areas.

I solved the problem, for the most part, by creating a new yellow background layer, creating a virtual copy of the "Master" clipping layer and applying that virtual copy as a mask for the yellow background. Then I applied a "Clipping Width" of 80px to the VC mask and added a "Maximum" adjustment layer to it of 12px. It gives me the result I expected to get from the Outer Glow layer style:
