I have the following layer stack:
The blur adjustment layer doesn't seem to affect the clouds. Is this a bug or intended behaviour? I would expect the blur to work here.
I can work around it by grouping the two layers, but that seems like more work.

Guess none of the filters work like this. If put one filter inside another filter - it affects only filter background mask, but not global filtered image. For example if you put multiple filters like this, you will see effect of Grey mixer, but don't see effect of Gaussian Blur:
So you need to put Blur on top of Clouds. Or apply Clouds to image layer and then put Blur inside on top, so image behave like folder group for filters like this:
Another option - add filter to filters stack by using "+" button in mini adjustment panel:

It's filtering the mask, not the effect.

I always use a separate mask layer myself when I mean to apply a filter to the layer mask - perhaps a switch option in the filter that allows the user to decide whether to apply the effect to the mask or the generated content might be a solution here?
