[Improvement] AVIF Export Speed Optimization

Exporting AVIF files and playing with settings is very cumbersome due to the AVIF optimization calculations taking a VERY long time to complete.

I have a pretty good machine, and PhotoLine's AVIF export is SO slow that I actually tend to just export a PNG and then open it in other software to convert to an AVIF file. Even small images take ages to export.

My request: could the AVIF export processing please be improved?

Yep, AVIF export is very slow because itis complex codec. In PhotoLine it use all cores, but seems don't use hyper threading (at least this is how it works on macOS). On 10 core CPU i9-10850K 4032x2688 8-bit file export time 55 seconds. Export same file to JPEG took 1 second.
I know that for video there is a newer and improved SVT-AV1 https://gitlab.com/AOMediaCodec/SVT-AV1 and even more improved SVT-AV1-PSY https://svt-av1-psy.com/ version optimized for Intel AVX instructions and so way faster than original AV1 encoder library Maybe it could be used for AVIF image encoding as well?

AVIF is heavily library based. On Windows I use LibAOM at the moment, because it is easy to use - not so fast.
I will try to use another, faster library.
