It's really simple to do something like this in PL. Use Effects -> Effects filters -> Projection, then choose "Cone" from the presets, then set "Range" to 360 degrees and under Rotation, set the first angle to 90 or 270 degrees. That's all.

You could even change the type of projection by using a different shape in the "body" tab.
