[Bug] Bilinear downscaling is broken

Downscaling 32x32 image where lines of square are within 2xpixel boundaries.

Here is what is expected and works fine with Photoshop CS6:

Here's how it works in Photoline 17.90b12. Even it is aligned, the result gets blurred. Any reason why?
