"Scale" percentage does not use Ctrl+drag

I'm not sure if this is a bug or a feature request, but using Scale Document, or Scale Page, or Scale Layer with a Mode setting of "Percent" does not use the Ctrl key and mouse drag in the text box to change the scaling. With the other Modes (such as "Fit", or "Normal") dragging in the text box with the Ctrl key pressed will change the scaling numbers.

Probably a bug – it works – sort of – in the Mac version but you have to drag a long way (far beyond the edges of the text box) to get a tiny change in the value. This also affects PL 18.01.

Yep. On Win7, when the cursor reaches the edge of the monitor the scale percentage has only changed to 97.4%. Looks like a bug....

When in the DPI field, ctrl-mouse drag also needs to go right to left in order to increase the DPI versus left to right. Works, but is backwards.
