Glow Outside Layer style problem

Hi

I'm having a problem with the glow of small circle (5 px) offsetting to one side.

Weird thing is when I create a new layer and add some 5px white circles on it and set the same glow outside layer style (with the same parameters) it works as expected.

Any ideas what could be causing it ?
