Key confict in lasso tool

When use lasso tool, the "SHIFT" key was assigned two functions. sometimes this make trouble.

when press "SHIFT", "Add to lasso" and "Proportional" were activated or deactivated at the same time.

Suggest: Activated only one button when press "SHIFT", maybe the "Add to lasso" is the best choice.

It's a bit tricky, but the order in which the key and the mouse button are pressed is important.

1) Press shift, then the mouse button: The lasso will be added.
2) Press the mouse button without shift: The lasso will be normal.

The not so obvious part is about what you do with the shift key after that, while holding the mouse button:
3) When pressed, it's proportional,
4) if not pressed, it is free.

It's not obvious, normal people will either hold shift during the whole process or not at all.
