The Actions interface is confused, to my mind.
1) BUTTONS
In normal mode, you click on the little "!" to get to buttons mode. But in buttons mode, here is no button to click on to return to normal mode. Why not? The same bar should appear at the foot of the menu in both forms of the menu, and the button for switching between normal mode and button mode should appear in both. Further, it should be a button, e.g. the "I" within a circle. Having the switch to button mode being by a button in the normal menu mode, and then returning to normal menu mode being by the contextual menu is absolutely counter intuitive.
2) IMPORTING ACTIONS
Can we have an import command up front? Or at least, a command labelled "Import" in the contextual menu?
3) LAYOUT OF THE COMMANDS IN THE BAR AT FOOT OF THE MENU
The actions for creating a new action and menu format and using existing actions are intermingled. They should be separated into three logical groups: menu mode, creating new actions, using actions.

I agree completely!!! There's always room for improvement.
Another peeve is saving actions. The default name is always "Untitled". Is it too hard to supply the name from the panel?
