Req: Vector clipping layer entry fields use Ctrl+drag

When a vector layer is used as a Clipping Layer, the fields for its properties panel

ought to support using Ctrl+drag for changing the values in each of the entry fields.

In addition, it would help if the "Invert Clipping" checkbox had a tooltip in addition to the icon.
