[Fixed] Pressing Option opens previously closed modification layer settings [OSX]

This is on OS X, I didn't test if the bug is there on Windows. Here is how to reproduce it:

1. Create new image
2. Add new Gaussian Blur adjustment layer (but it can be any other adjustment layer), close the adjustment settings window when it pops up 1st time
3. Now double click on adjustment layer icon (pillow-like) to open Gaussian settings
4. Press Enter to close it right away, windows is gone
5. Now just press Option key, nothing should happen as it is modifier key, but window is back again (WTF!?)

This bug is really really annoying when you want to execute some shortcut, like Export via Option+X directly after closing adjustment layer settings via Enter. The window keeps getting back right when I press Option preventing normal workflow.

Please let me you if you were able to reproduce this bug, I was able to reproduce it on stable 19.03 but also on latest 19.40B12 and 19.40B13.

Yes, it is reproducible. I will fix that.
