Drag&drop and "open with" doesn't work after win 10 reinstall

I've had to reinstall Windows 10 Pro and thus Photoline and weirdly I can't open files by drag and dropping onto the PL window or using the "Open with..." context menu. The former shows that (/) icon while with the latter simply nothing happens after selecting PhotoLine64.exe. Any ideas?

Hmmm so drag and drop works if I don't start from my taskbar toolbar (True Launch Bar) but use a desktop shortcut or start the exe from explorer. Weird, I've been using TLB for years, never had a problem...
