Layer Style 'Outline Outside' has a blurry edge

Recently I tried to use the 'Outline Outside' Layer style and I noticed that the edge was blurry & pixelated.
It seems to be a pixel layer rather than a vector layer.
Can anyone tell me why it has a soft edge? Is there a setting for that or is it normal for the edge to be feathered?

All layer styles are pixel effects. if you just have a vector layer and want an outside outline, you can use a line style with that option.

If the "Relative to" option of layer styles is "Layer", they have the same scaling as their layer. Your layer is probably scaled up, so the layer style is scaled up, too, and because it's a pixel effect, it will become blurry.
In that case, the easiest way to fix it is to change the "Relative to" option to "Group" or to "Page".

Out of curiosity, is it possible to create the layer styles as vector effects?

It would be nice, for example, to be able to apply a layer style such as Inner Emboss to a text layer and have the smooth vector embossing look great regardless of how the text layer is later scaled (or copied to another document).
