When I pick a brush wich is very soft, the outline doesnt appear. Is there a way to change that so I can keep viewing its outline?
Another thing: when I reduce a brush size to lower then 10, its icon on the brush list gets so small that I can barely view it. Is there a way to make a standard size on this list?

Are you talking about bitmap brushes? If so, the outline of the brush encloses the areas having an intensity larger than 25%. If there are no pixel values larger than 25% (64 in the [0;255] range), there will be no visible outline.
Isn't that the point of the preview, to see the brush in the size in which it is applied?

But the tip outline works as a guide to viewing where I'm about to paint. e.g. when I want to finger I use a soft brush but then I cant see and I stain the image all over. I use some hair brush sets that I put sized at about 7.0 to 10.0, but I cant identify easily wich tip is wich, because they get so small on the table, even in large mode (I prefer standard). Guess preview of small hairline is a real challenge or impossible due brush shape itself. By the way, did you check how same brush preview looks in other apps?
You can use list view and add name to each brush to understand which one to use. (but there is also a bug in current beta that don't allow to rename items corerctly)

Well, in photoshop they display on a standard mode/size. right now I only use ps to some files done on it.
Still, Photoline seems to be the best one at displaying brush tips and I hope this can be implemented.
