Help file says, Color To Transparency creates transparency for an image based on a predefined color
Where or how is the “ predefined color set” ?
Can this tool remove the blue in my image ?

Use the color picker to select that color. Works quite well with your plane.

...and don't forget these things can be stacked to target different parts/colours of the image. For example, in my experience sometimes it takes 1 color to transparency adjustment layer to select larger areas, and a second to fine-tune the rest.
