I have a grid ... then I have smaller lines off the grid I'll call ticks.
The top ones or grouped and the side ones are grouped.
Want to change the weight or thickness of the ticks to be smaller than the grid lines

? You select the lines in each group and then change the stroke width?
To speed up the selection, select one of the lines in the group, hit CTRL-A, and it will select all the lines. Then adjust.
Other options are:
[1] Create the first tick, then virtually duplicate that tick to create all other tick lines. Changing the original tick will change all the virtual copies
[2] Create two tick lines and align those to the sides of the grid. Then use the Morph Vector Layers function in the Layout-->Vector menu to add the remaining inbetween ticks. Selecting the start and end ticks and changing the stroke properties will then propagate throughout all the other ticks.
Option [2] is actually a neat trick, because the Morph Vector Layers can be used as an array function. And also morph between two states of the tick.
I've attached the sample PLD file for you.

To my original question ... I was able to adjust the ticks.but the only place I found was with the Line Pattern ( image below )

Tip: sometimes functionality isn't exposed as well as it could be in PhotoLine. Generally right-mouse clicking parts of the GUI may expose extra or hidden options. For example, right-mouse clicking on the colours at the bottom of the tools palette displays a menu with the option for "Harmony" - a colour scheme editor.
There are other hidden options here and there. Did you know that PhotoLine also has two hidden games?

If I have create line tool selected, I can see how to adjust line in Tool settings.
But once I select the group to edit, those Tool settings change.

It doesn't work for groups. You have to enter the group and select the vector objects.

Thanks guys ... I was able to change the line weights as you both explained, as single objects or grouped.
Though I do not know what " non modal " means.

Non-modal dialogs are dialogs that can always be displayed on the screen and do not need to be closed in order to continue working with the document.
The opposite are modal dialogs, which must be closed by clicking OK, Cancel or - in the case of pop-up dialogs - by selecting an item or clicking outside the dialog.
