How do I draw straight lines?

Use a vector line or the drawing tools.
All drawing tools (painting, rubber, stamp, finger, ...) are able to draw
lines. Simply hold Ctrl + Alt (Windows) or Command + Alt (Mac OS) and drag a line.

from version 16 on the modifier to create lines will be Shift.

Afaik, you can't edit the line style in the Layer panel. I think he's referring to the Line Style popup in the toolbar (for vector layers) or the one in the Attributes panel.
