First you take a picture (My pic is from the Stuttgart Retro Classics) and copy it... disable the view of the first It's a copy in case you fail)
Now you delete the surrounding things near the car (I did it with clouds)
Reduce the intensity to about 10%
Overlay it with a lot transparent layers.
On the first you start to draw
Second: make some "noises" around the car
Third: put some color on the scene
Fourth: darken the edges(Vignetting)... ( alot of possibilities are given... I took a circle transparent to black) Justify the intensity.
Fifth: Make some changes you like (again some clouds, colors, scratches ...)
Sixth: Put them in a group and colorize with sepia... 10%
Seventh: Tear the paper on all edges with shades.
I guess... then its done... multiple possibilities to do other things with it.

Did you draw the car with a tablet of did you use a filter in PL to make the sketchy style?

The beginning:
The original pic (blended out with the "eye-icon" on the layerlist ... This is for eventualy get back the original).
A white layer
as I wrote, I took the original picture and set it on a 10% (or so) transparency) (so the white layer shines through)
Then several transparent layers on top of the (10%)transparent car layer.
Start to sketch on the first transparent layer (in my case, with a Wacomtablet)
The second is (as I wrote) with filters an the first result.

The making of a Youtube film is a massive work.
BUT: For my business I'm figure out the making of a Webinar.
If it is Zoom, MS-Teams, or G-Meeting... I don't know yet.
But I guess in times of Corona, this could be a part of the "New world"
